In June 1994 he was elected MEP in the European Parliament elections. He held this position until his appointment on 7 January 1999 as Minister for Industry, Trade and Tourism of the Basque Government and as Government Spokesman for the same.

At the government meeting on July 17, 2001, he was again assigned the Ministry of Industry, Trade and Tourism of the Basque Government and the role of government spokesman, both of which he held until January 13, 2004.

At the Euzko Alderdi Jeltzalea-Partido Nacionalista Vasco (Basque Nationalist Party) held on January 17 and 18, 2004, he was finally elected chairman of the Euzkadi Buru Batzar (highest national party organ). He prevailed in a vote against Joseba Egibar , who was supported by the previous long-time party leader Xabier Arzalluz .

In this office, Imaz campaigned for a moderation of the political positions of the EAJ-PNV and for cooperation with the Spanish central government under José Luis Rodríguez Zapatero , in particular in the fight against the Basque terrorist organization ETA . He was also critical of the Basque Prime Minister Juan José Ibarretxe's plan to hold a referendum to establish the sovereignty of the Basque Country. After the conflict between the moderate wing of the party, dominated by Imaz, and the "sovereignists" around Egibar and Ibarretxe, Imaz announced on September 12, 2007 that he would be stepping down from office and from active politics. This was seen in the Spanish media as part of a compromise by both wings to prevent the party from splitting.
