Jozefina Çoba Topalli (born November 26, 1963 in Shkodra ) is an Albanian politician ( PD ). Between 2005 and 2013 she was President of the Kuvendi i Shqipërisë .

Life

After attending school, she studied mathematics and law at Luigj Gurakuqi University in her native Shkodra . She then completed a degree in international relations at the University of Padua in Italy and also obtained a degree in public administration from the University of Tirana . She then worked for the Shkodra City Council's Chamber of Commerce, before being Chancellor for Education at Luigj Gurakuqi University from 1995 to 1996 .

In 1996 she began her political career by being elected as a member of parliament, in which she has since represented the interests of the Democratic Party (PD). She was first chairman of the Parliament's Committee on Legal Affairs from 1996 to 1997 and then from 1997 to 2005 Vice-President of Parliament. In addition, since 1997 she has also been Vice Chair of the PD.

Since 2002 she has also been a member of the Parliamentary Assembly of the Council of Europe , where she is a member of the Committee on Social Affairs, Health and Families and Vice-President of the Committee on Women. During the 2004 presidential elections in Ukraine , she worked there as an election observer on behalf of the Council of Europe .

She was President of Parliament between September 3, 2005 and September 9, 2013, and was confirmed in this post after the 2009 parliamentary elections. Ilir Meta ( LSI ) has been President of Parliament since September 10, 2013 .
