The Billwerder correctional facility is a Hamburg correctional facility in the Billwerder district .

history

The original concept of the JVA Billwerder in Hamburg

In the 1980s, the Senate of the Free and Hanseatic City of Hamburg decided to end the use of the grounds and several buildings of the former Neuengamme concentration camp by the Vierlande correctional facility there in favor of expanding the concentration camp memorial.

The JVA Vierlande as an institution of the open prison with around 400 places for adult men should therefore be closed or moved to another location in Hamburg. Ultimately, the decision was made to locate the new facility on a 20 hectare site in the Billwerder district, on Elbmarschwiesen in the south-east of Hamburg, right next to the A1 .

This new penal institution Billwerder was originally planned as an open penal institution with 419 prison places.

Political decisions lead to rescheduling; completion

The election for Hamburg citizenship in September 2001 brought about a change of government. The Senate, led by the CDU in coalition with the Rule of Law Party and the FDP , relied on the expansion of the closed execution - at the expense of the open execution.

The Billwerder JVA, which was already under construction, had to be redesigned accordingly. Now, instead of an institution of open execution with 419 prison places, an institution of closed execution with 803 places was to be created. For this it was necessary to build three additional detention houses within the facility, which was already being completed. The detention houses, central facilities and workshops that had been built by then were put into operation as the first construction phase on June 30, 2003.

The three additional detention houses planned at a later date and an additional workshop as the supplementary second construction phase were put into operation on February 6, 2006.

Structural structure

The institution in its current form is divided into a total of seven prison departments, in which 803 prisoners can be accommodated exclusively in solitary confinement rooms. In every prison ward, the prisoners housed there have leisure rooms with, for example, table tennis or table football, communal TV rooms , a communal tea kitchen and showers. A small football and / or basketball field has been created in front of each detention center. In addition, a sports hall, a training and qualification center and six workshops for companies and workshops have been completed.

The high security department is located in building 6. Detainees who are separated from fellow inmates for their own safety are accommodated in section 6a.

Competence of the institution

The Billwerder correctional facility is currently (October 2007) responsible for the execution of substitute custodial sentences, the execution of custodial sentences for first-time prisoners and the execution of prison sentences of up to a maximum of five years for repeat prisoners. Only adult men are accommodated in the institution.

Enforcement concept

With the preparation of the commissioning of the so-called 2nd construction phase, which was occupied in February 2006, a system of "ward-bound internal differentiation" (cf. . Binnendifferenzierung ) designed. This concept provides that the two access departments of the institution assign each prisoner to one of the prison departments after completion of the entrance diagnostics according to their individual care and security needs, which differ significantly in terms of their care offer and their level of security. Prisoners who require more care are accompanied with special treatment offers. There is a department for “younger adults” who are to be prepared for their discharge through targeted group and individual discussions. This department is headed by a qualified pedagogue with a qualified psychologist. Prisoners who are addicted to drugs are prepared for inpatient withdrawal treatment in a "therapy preparation ward", which is run by a social worker, in the period after their release from prison. A total of 96 places are available for prisoners who are to be prepared for release through particularly close accompaniment, who have already been granted relaxations such as going out and vacation from the closed prison or who have the greatest possible freedom of movement due to their work on the prison premises or outside.

Labor and training of prisoners

In the training center, the prisoners are offered various educational measures (kitchen helpers, basic courses in wood and metal, IT for warehouse management, glass and building cleaners, etc.). Furthermore, the training area offers the inmates the acquisition of the usual school qualifications as well as the cooperation with the Fernuniversität Hagen. Well-trained and committed educators accompany the inmates in their basic education and in learning the German language. All levels of the Common European Framework of Reference are offered here. In the workshops and operations of the establishment, there are various production operations, a joinery, a locksmith's shop, a building services workshop, a painting and a gardening and landscaping company to choose from.

In the JVA Billwerder u. a. Almost 300 employees are employed in the prison service, teachers, doctors, nurses, dentists, qualified psychologists and a qualified pedagogue. If you summarize all groups of employees, there are a total of around 370 employees working in the institution.

Occupancy and utilization of the institution

The JVA Billwerder as a well-secured institution of the closed prison has been used on average between 80 and 95% since its completion.
