The Ludwigshafen correctional facility is an independent, socio-therapeutic correctional facility in the state of Rhineland-Palatinate .

The institution is structurally together in a building with the Ludwigshafen district court in the south of the city and is not an ordinary penal institution, but a socio-therapeutic institution according to § 24 LJVollzG . It has existed in this form since 1972 and has a total of 66 places of detention, of which 48 places in the closed prison, 9 places in a transitional ward and 9 places in a detention ward.

Jurisdiction

Prisoners are to be accommodated in the social therapeutic institution in Ludwigshafen if their participation in the treatment programs there is indicated to reduce their considerable danger. There is considerable danger when serious crimes against life or limb, personal freedom or sexual self-determination are to be expected (Section 24 (2) LJVollzG). Incidentally, prisoners can be accommodated in the social therapeutic institution if participation in the treatment programs there is indicated in order to achieve the prison goal (Section 24 (3) LJVollzG).

For this, on the one hand, the prisoners must be capable of therapy. This is the case if, in addition to sufficient language skills, they have a minimum of intellectual abilities, the ability to reflect and introspect, as well as the ability to change and, in the case of a dependency disease, the ability to abstain. The responsible (regular prison) institution works through suitable measures to restore the prisoners' therapeutic ability. On the other hand, there must be a need for therapy, which results from the results of the test diagnostics corresponding to the current state of research and the findings from the diagnostic procedure. Furthermore, there must be a need for therapy. This is to be answered in the affirmative if social therapeutic treatment is the most suitable means of improving the legal prognosis in the individual case. Finally, there must be no security-relevant peculiarities of the individual case.

The treatment programs of the social therapeutic institution include the formation of relationships in a therapeutic community and are characterized by a combination of psychotherapeutic, socio-educational and work-therapeutic approaches as well as the inclusion of the entire living environment inside and outside the social therapeutic institution. For prisoners for whom, due to their mental disorder, participation in group-oriented programs of a social therapeutic institution is not indicated, because they are not or not yet in a position to benefit from the programs there or because their behavior may endanger the successful cooperation of other prisoners, In contrast, individual and group therapies should be considered as part of the regular implementation according to § 25 LJVollzG.

Placement in social therapy takes place at a point in time that either allows treatment to be completed at the expected time of discharge or enables treatment to be continued after discharge (for example in the psychotherapeutic outpatient clinic of the judiciary in Ludwigshafen). Prisoners transferred to Ludwigshafen have therefore already spent a certain time in one of the other prisons in the state of Rhineland-Palatinate .

Criteria for inclusion

For prisoners from Rhineland-Palatinate imprisoned in the regular prison system, the indication of social therapeutic treatment is checked as part of the diagnostic procedure (Section 13 LJVollzG) in preparation for the implementation and integration planning. Within the first 8 weeks after admission, the execution and integration plan (§§ 14, 15 LJVollzG) is drawn up, which defines the execution process individually and is updated regularly every 6 months. If there is a need for social therapeutic treatment, the prisoner is transferred to the social therapeutic facility.

The following admission criteria must be met:

  • Treatment time is at least 18 months (ideal for social therapeutic treatment is a period of between two and four years).
  • sufficient ability to abstain from addictive substances
  • no other factors preventing participation in therapy (e.g. enforceable deportation order, measures to terminate residence, pending investigative or criminal proceedings)
  • no evidence of mental disorders for which social therapeutic treatment would be contraindicated.

The cells are unlocked every day at 6 a.m. and work begins an hour later. Treatment measures usually take place after a lunch break from 11.30 a.m. to 12 p.m. From 1.30 p.m. there is again two hours of work. The cells are closed at 10 p.m.
