Katsutoshi Kaneda ( Jap. 金田勝年 , Kaneda Katsutoshi ; * 4. October 1949 in Showa , County Southern Akita , Akita Prefecture ) is a Japanese politician, member of parliament from Akita in Shugiin , the lower house of the national parliament , and since August 2016 Minister of Justice in the remodeled third Abe cabinet . He belongs to the Liberal Democratic Party (LDP), including the Nukaga faction .

Kaneda became a civil servant in the Ministry of Finance in 1973 after graduating from Hitotsubashi University's Economics Faculty . For this he worked mainly in the budget department ( shukei-kyoku ; centrally handles budget inquiries from all ministries). In 1990/91 he was a temporary visiting researcher at Princeton University . In 1995 he ended his civil servant career and turned to politics.

In the 1995 regular election to the Sangiin , the upper house of the national parliament, Kaneda ran for the LDP in his home prefecture Akita (one mandate per election) and sat down with 38.1% of the votes against the socialist incumbent Akio Hosoya (33.9% ), two opposition candidates were beaten in third and fourth place. In the 2001 election he was re-elected with an absolute majority. From 2002 to 2003 he was chairman of the social and labor committee in Sangiin. In 1999 he became Parliamentary State Secretary ( seimujikan ) for the restructured Obuchi cabinet in the Ministry of Agriculture, Forestry and Fisheries , and in 2005 he became State Secretary ( fukudaijin ) in the Foreign Ministry for the restructured Abe third cabinet . In the nationwide LDP defeat in the Sangiin election in 2007 , Kaneda received 43.6% of the vote and lost his seat to the opposition-backed ( DPJ , SDP ) independent Daigo Matsuura (50.4%).

Kaneda switched to the Shūgiin in the 2009 election , in which the LDP recorded landslide-like losses across the country. In his home constituency Akita 2 - originally a safe "conservative kingdom", but in which the incumbent Hōsei Norota had resigned from the LDP in 2005 as an opponent of post-privatization and now withdrew from politics - he was narrowly defeated by the former mayor of Kosaka Hiroshi Kawaguchi , but won with his narrow constituency defeat the fourth of four proportional representation seats of the LDP in the Tōhoku block. In 2012 and 2014 he won the constituency seat with absolute majorities. After winning back the LDP majority in 2012, he became chairman of the Shūgiin Finance Committee (zaimu-kin'yū-iinkai) , in 2013 in the LDP PARC - Vice-Chairman and Chairman of the Akita Prefecture Association, in 2014 in the National Party as Vice-Chairman of the Executive Council. After Justice Minister Mitsuhide Iwaki was voted out in the 2016 Sangiin election in Fukushima , Prime Minister Shinzo appointed Abe Kaneda as his successor in a cabinet reshuffle in August 2016.
