Kasem is a distant member of the Thai royal family ( Chakri dynasty ). He is the grandson of Prince Kasemsri Supayok, a son of King Rama IV (Mongkut). His minor nobility title, Mom Rajawongse , reflects this distant royal descent. He studied economics at Cambridge University and graduated before 1955. In 1955, he joined the State Department . After assignments in the Philippines , Canada and London , he became ambassador to Indonesia in 1973 . In 1975 he became the first Thai ambassador in thePeople's Republic of China . In 1980 he worked as a permanent state secretary in the Foreign Ministry in Bangkok . He played a major role in the conflict with the Vietnamese government in Cambodia in 1979 , which Thailand did not recognize. In 1982 he went to the USA as ambassador and returned to Bangkok in 1986 as a permanent state secretary, which he remained until 1991.

After the military coup in February 1991, he was minister in the office of Prime Minister Anand Panyarachun , who led a transitional government made up of non-party experts, until March 1992 . When Anand again led a transitional government from June to September after General Suchinda Kraprayoon took over and the mass protests in "Black May" in 1992, Kasem was Deputy Prime Minister.

Kasem was appointed foreign minister in July 1995 as a member of the Banharn Silpa-archa coalition government for the newly formed Nam Thai party . In doing so, he brought competence and integrity to a government whose core was the Chart Thai Party , which was accused of corruption and incompetence.

Kasem represented Thailand in the group of 10 " Eminent Persons Group " ( EPG) of ASEAN , which worked out the core contents of the constitutional document of the organization (ASEAN Charter) from 2005 to 2006.
