Commune (Morocco)

As a commune ( Arabic جماعة, DMG ǧamā'a , french commune ) is called in Morocco the lowest level of Collectivités territorial , local authorities ' , comparable to the municipalities or political communities in the German-speaking countries. There are two superordinate levels of corporate bodies: the highest level are the regions and below that are the prefectures and provinces grouped together in the regions.

A distinction is made between urban and rural communities ( communes urbaines and communes rurales ). A municipality is created, dissolved or renamed by decree . The chief town ( chef lieu ) of a rural community is determined by decree of the Minister of the Interior.

The municipality is endowed with financial autonomy and its own responsibilities. The affairs of the commune are administered by an elected communal council ( conseil communale ). The municipal council elects a president ( président du conseil communale ), who chairs the council meetings and, like a mayor, represents the municipality externally and manages the municipality.

According to the 2004 census, Morocco is divided into 1689 communal units of the following type: 41 arrondissements - AR, 193 municipalités - MU ' Munizipien ' , 'urban communes', 1298 communes rurales - CR ' rural communes' and 157 autres centers - AC 'others central places' .
