Control yuan
The Control Yuan ( Chinese 監察院 / 监察院 , Pinyin Jiānchá Yùan ) is a surveillance authority of the government of the Republic of China in Taiwan . It represents one of the five yuan (councilors of state), further yuan exist for the legislative , executive , judicial and examination . As an authority in the sense of the separation of powers , the control yuan is comparable to the European Court of Auditors or the Government Accountability Office of the United States .
In late 2004, then President Chen Shui-bian sent a list of Control Yuan candidates to the Legislative Yuan for approval. The opposition pan-blue coalition , which had a majority in the legislative yuan, had rejected this proposal and demanded a new list of candidates. This blockage made the control yuan inoperative since February 2005 because it no longer had any members. After the election of President Ma Ying-jeou from the pan-blue coalition, a new list of candidates was approved by the Legislative Yuan in July 2008 and the control yuan's ability to work was restored.
