Korean Existing Chemicals List
The Korean Existing Chemicals List is the South Korean chemical inventory.
It consists of six different lists:
- Generally also Korean Existing Chemicals List (KECL) ECL called
- Toxic Chemicals List
- Observational Chemicals List
- Restricted Toxic Chemicals List
- List of Chemicals Prohibited from Manufacture
- Import and Use and the Non-toxic Chemicals List
All substances that are not included in the first list (ECL) must be registered and subjected to a toxicological test, etc. The ECL list contains around 36,000 substances.
The Korean Ministry of Environment (MOE) introduced the Toxic Chemicals Control Act (TCCA) in 1991.
MOE revised the TCCL so that the use of dangerous and toxic chemicals in South Korea could be monitored.
In accordance with the TCCL, importers of chemical substances / products must provide appropriate information to the Korea Chemical Management Association (KCMA), which can be associated with high costs.
If the chemicals / components of the products are listed in the ECL, this obligation to provide evidence does not apply, as the data are known or the substance / product was used in South Korea before the TCCL came into force.
