IUCLID

IUCLID ( English I nternational U niform C hemica L I nformation D atabase ) is a software application that is available to everyone (especially companies in the chemical industry and government authorities) to record, store, and save data on the hazardous properties of chemical substances , to maintain and exchange. IUCLID was originally developed and maintained by the European Chemicals Bureau (ECB) within the Institute for Health and Consumer Protection of the Joint Research Center (JRC) of the European Commission ; the current version IUCLID 6 is developed and maintained by the European Chemicals Agency in conjunction with the OECD .

IUCLID is free and version 6 has been available since April 2016.

IUCLID 6 is the essential tool for the chemical industry to meet its data reporting obligations (e.g. when registering substances) under REACH , an EU regulation on the production and use of chemical substances. In addition, from 2020 IUCLID will be used for notifications about dangerous mixtures to the competent authorities of the EU member states in accordance with Article 45 of Regulation (EC) No. 1272/2008 (CLP) .

history

IUCLID versions 1 to 4

  • 1993: First IUCLID version for the EEC regulation on existing substances.
  • 1999: IUCLID becomes the recommended IT tool for the OECD HPV program.
  • 2000: IUCLID becomes the software required by the EU Biocide Act to report active substances.

Over the years around 500 organizations worldwide have installed IUCLID 4 (companies in the chemical industry, competent authorities of the EU member states, OECD Secretariat, US EPA , Japan METI , service providers). These users will be able to migrate their IUCLID4 data to the new IUCLID 5 format.

IUCLID 5

In 2003, when it became clear that the EU would sooner or later adopt the proposal for the REACH regulation, the European Commission decided to completely revise IUCLID4 and create a fundamentally new version: IUCLID 5, which is used by the companies affected by REACH Chemical industry will be used to meet their data reporting obligations.

IUCLID is also mentioned in Article 111 of REACH as the tool to be used for data collection and submission.

Data format and data exchange

The data that can be saved in IUCLID include information about:

  • the organization in which IUCLID runs locally (production sites, contact persons, etc.)
  • the chemical substance managed by the organization, more precisely:

The OECD and the European Commission have jointly developed ( using the XML format language ) a standard data format (OECD Harmonized Templates) in which IUCLID stores the above data in order to facilitate data exchange. IUCLID 5 is the first application worldwide to implement this global data standard, which is recognized by many national and international regulatory authorities. Studies recorded using IUCLID5 can each be assigned a Klimisch score .

Numerous bodies were involved in the development and review of the OECD Harmonized Templates, including the Business and Industry Advisory Committee (BIAC) of the OECD , CEFIC , and other organizations and authorities.

Application areas for IUCLID 5

Anyone can use a local IUCLID-5 installation to collect, save, maintain and exchange relevant data on chemical substances and share it with others.

REACH

A company affected by REACH can export all relevant IUCLID data to a REACH dossier and then transmit this to the European Chemicals Agency ( ECHA ).

Other areas of application

Thanks to the compatibility of the IUCLID 5 data format with the OECD Harmonized Templates, IUCLID 5 data can be (re) used for numerous other purposes in addition to the creation of REACH dossiers. The IUCLID project team of the European Commission and international authorities are currently discussing the possibility of extending the recognition of IUCLID 5 data to other non-REACH areas of responsibility.

Legislative areas and programs under which IUCLID 5 data are already recognized are:

  • OECD HPV Chemicals Program
  • US HPV Challenge Programs
  • Japan HPV Challenge Program (provided that the OECD guidelines for SIDS dossiers are followed)

IUCLID 5 also covers the field of biocides / pesticides ; This means that data that were created for a substance under REACH can be relatively easily supplemented with biocide / pesticide aspects and used for data reporting obligations under the EU Biocide Act.

Availability

The IUCLID 5 installation kit has been available free of charge to anyone interested since 13 June 2007 on the IUCLID website.

IUCLID development and installation

IUCLID 5 is a Java- based application and uses the Hibernate framework to manage persistence . IUCLID 5 has a Java Swing user interface (GUI) and can be installed on a single workstation as well as in a multi-user environment.

IUCLID can be installed on any modern PC. To ensure optimum performance, the working memory ( RAM ) should be at least 1 GB.
