District Operations Center

District operations center n (KEZ) are tactical command facilities for non-police security . They are mostly common in Bavaria . There, local authorities can also set up and operate district-level district operations centers on the basis of Art. 5, Paragraph 1, Clause 1 of the ILSG (Integrated Control Center Act). These are operated centrally (often in a larger fire station ) in a district or a city and can support the ILS in the disposition in the event of major damage or disasters .

In many municipalities, the existing technical facilities of the post-alarm units continued to be used. The operator is the responsible lower disaster control authority, i.e. the district administrative authority. Depending on the tactical concept, there may also be several district operations centers as section guidance points in the district .

The district operations centers can usually be manned at the request of the ILS or the lower disaster control authority. This then takes over the processing of non-time-critical missions, the coordination of the operational resources under its control and the associated operational documentation.

Delimitation from the post-alarming body (NaSt)

The activities of district operations centers and their predecessor institutions partially overlap in organizational points. The follow-up alarm points before the introduction of the integrated control centers were, like the district operations centers, rear command facilities that were not permanently manned and were alerted by the police (initial alarm center) during fire brigade operations in the area of ​​responsibility . After the post-alarm position had been filled, it took over the complete coordination of operations, post-alarming and operational support as the sole command facility for all operations in the area of ​​responsibility. They acted as fire brigade operations centers without interrogation devices for the fire brigade emergency call. The post-alerting points were abolished in the course of the introduction of the integrated control centers in Bavaria.
