War or Peace: The Arab Revolution and the Future of the West. is the fourth book by the German-Egyptian political scientist Hamed Abdel-Samad . The work was published in 2011 by Droemer-Verlag .

Abdel-Samad devotes the first chapters of a small chronicle of the Arab Spring in Egypt and other countries . In the middle part of the book he directs his attention to the causes of the uprisings, the author goes back to the time of colonialism and the time under Sadat . Abdel-Samad proposes a West Marshall Plan for the Arab world . He considered the following points to be important:

• safety
• Party formation and elections
• Education and training
• Investments
• Environmental research and environmental protection
• Renewable energy
