The list of countries K was included in Annex L to the German Foreign Trade Ordinance from 1995 to 2013 . It was abolished on September 1, 2013 when the law on the modernization of foreign trade law and the associated new version of the foreign trade regulation came into force. It listed countries that the federal government classified as particularly sensitive as recipient countries of export shipments . Exports to these countries were subject to special surveillance and in many cases required an export license . The aim of the surveillance was to prevent the proliferation of means for the production of weapons of mass destruction , means of internal repression ( torture devices ) and conventional armaments in these countries. Since its introduction at the beginning of 1995 instead of the previous H list, the list has been continuously shortened, with Syria being deleted as the penultimate country in 2011. At the same time, new export control instruments with a similar content emerged at the European level, in particular the Dual Use Regulation (EC) of 2009 .
