State school authority and teacher academy

The state school office and teacher academy existed in Hesse from 2013 to 2015.

On January 1, 2013, the “State School Authority” started its work in Hesse. Organizationally, the former Office for Teacher Education (AfL), the Institute for Quality Development (IQ) and the 15 state school offices have been merged. The tasks of the integrated institutions and facilities were transferred to the state school office. The Landesschulamt was an authority directly subordinate to the Hessian Ministry of Culture; the head office was Wiesbaden. On April 1, 2015, the authority was dissolved, transferred in parts to the newly founded Hessian Teaching Academy and restructured. The division of tasks between the Ministry of Culture and the Teaching Academy was redefined, and the 15 state school offices became independent authorities again.

Legal basis

The legal basis for the establishment of the Landesschulamt formed the "Law for the Reform of the Organization of School Administration" (short: SchVwOrgRG), which was passed on September 27, 2012 by the Hessian Landtag. This law initiated a comprehensive restructuring and realignment of the department subordinate to the Ministry of Culture. The aim was to better tailor offers and support services in Hessen to the needs of schools and teachers.

With the state school authority, the Hessian schools should have a central point of contact for all questions relating to school, teaching and personnel development - both at regional and national level. The Landesschulamt aligned its offers and services to the changed requirements of independent schools. The official goal was to increase the quality of teaching in Hesse and to increase the individual learning success of the students.

The state school office was divided into four departments:

  • Department I "School supervision and school counseling"
  • Department II "Academy for Teacher Training and Personnel Development"
  • Department III "Quality Development and Evaluation"
  • Department Z "Central Services and Services"

The main seat of the state school authority and teaching staff academy was Wiesbaden (Germany).

criticism

The creation of the state school office was heavily criticized by the opposition and the education union GEW . The new authority is unnecessary and only serves to provide lucrative posts for party members.
