The regional office for repatriates, immigrants and foreign refugees in North Rhine-Westphalia (also called regional office Unna-Massen ), based in Unna, is responsible in North Rhine-Westphalia for the reception, care and forwarding of repatriates and ethnic repatriates , Jewish and other immigrants with a permanent right of residence in Germany. On January 1, 2008, it was incorporated into the Arnsberg administrative region as a competence center for integration . On June 30, 2009 the regional office was closed. Reactivated on October 11, 2012 due to the overloading of the Dortmund asylum home, it is supposed to take in up to 400 refugees from the overcrowded reception centers in NRW. At the moment, around 300 victims are being accommodated in Unna-Massen and the most important goods are being supplied by the German Red Cross . Around 50 emergency services are permanently present for this purpose. However, the care standards from the period up to 2009 are no longer achieved.

The regional office was founded in 1946 by the British military government . At that time it was still based in Siegen . It was not until December 1951 that this facility was moved to Massen . In 1951, the regional office was able to provide 1,500 places to accommodate refugees. In 1956/58 these capacities were expanded to 2,700 places.

In 1984 the State Office was given responsibility for implementing the Asylum Procedure Act (today's name: Asylum Act ). In 1988/89 the capacity was increased again to 3,600 places. In 1989, after the Wall came down , the regional office took over the reception and forwarding of emigrants from the GDR . In 1999, more than 2,200 Kosovo refugees who had fled due to the unrest and war in Kosovo were temporarily admitted to the regional office.

The regional office performed the following tasks:

  • Status legal proceedings, social compensation, care;
  • Conveying linguistic competence (language courses);
  • Orientation and information courses (e.g. labor market, educational and career advice)

For this reason, the state office worked with numerous associations of free welfare , church organizations and other local institutions such as B. AWO , employment agency , DRK , OBS etc.

On the part of the Catholic Church , pastor Christian Heim took care of the local pastoral care . The Evangelical Church Community of Massen was represented by the Church Diaconal Service in the Unna-Massen office (KiDiLUM) under the direction of Pastor Helge Hohmann.

Due to the sharp decline in the number of people willing to enter, the state office was closed on June 30, 2009. Resettlers, immigrants and foreign refugees are now referred directly to the municipalities in North Rhine-Westphalia.

The facility, which was closed in 2009, was put back into operation on October 12, 2012. The German Red Cross was entrusted with the care and registration of the refugees. It was restarted after the initial refugee reception center in Dortmund imposed an admission freeze in 2012 due to overcrowded accommodation in Dortmund.
