It was not until the end of the 19th century that universities in Germany lost their right to decide on the admission of students, which they had been entitled to since their foundation in the Middle Ages : the university is a state event , it was now called. Accordingly, government agencies have now decided on the right to access universities and other colleges. Because of the cultural sovereignty of the federal states , the cultural and educational administrations of the federal states decided on this problem, which became more and more urgent, especially after the First World War ( unqualified soldiers returning home on the one hand and the opening of universities for talented working-class children on the other hand were the buzzwords that were brought forward to the public).

The examination was abolished from the beginning to the middle of the 1980s in all states of the Federal Republic of Germany in favor of the admission of professionally qualified persons on the basis of a resolution of the Conference of Ministers of Education and Cultural Affairs , or it was only maintained in exceptional cases of insufficiently professionally qualified persons.

From the gifted test to the equality of the professionally qualified

By resolution of the Conference of Ministers of Education and Cultural Affairs from 27./28. In May 1982 it was agreed to abolish the previous gifted examination and to open the universities only to working people (The Hessian Minister of Education from Job to Study - Information for working people who without a technical college entrance qualification would like to study at a Hessian technical college , Wiesbaden [The Hessian Minister of Education] 1983 ). No. 9 of the agreement stipulated that it would be implemented in state law by August 1, 1985.

There was no longer a possibility for non-employed persons to take up a course of study without a school-leaving certificate, in future a state-recognized professional training had to be proven. The regulation was particularly welcomed by the trade unions. However, the failure to open universities to special social groups without vocational training was criticized. B. for housewives (only), single mothers, juvenile prisoners, underqualified workers, foreigners, etc. and the introduction of a greatly expanded catalog of traditional ( Abitur ) compulsory subjects (Georg Büchner comments on the end of the gifted high school diploma in Hessen Frankfurt [duplicated typescript by Lecturers at the Politics Seminar at the VHS in Frankfurt am Main] March 1985).
