The Lower Baker Dam (or simply Baker Dam ) is a dam in the Baker River one mile north of Concrete . It forms a reservoir, Lake Shannon , which extends about 12 km upstream. The dam is operated by Puget Sound Energy as part of the Baker River Hydroelectric Project .

The dam consists of an arch dam , is 87 m high and 170 m long at the crown. It blocks the Baker River at a narrow point known as Eden Canyon, just above where the river meets the Skagit River . The reservoir contains almost 200 million m³ of water, of which 36,296,000 m³ are reserved for flood protection. When the dam is fully blocked, the hydropower plant installed at the foot of the dam has an output of 79 MW and is expected to deliver 344,850,000 kWh annually. The other dam on the river is the Upper Baker Dam ; it is about 8 miles upstream and serves similar purposes as the Lower Baker Dam.
