Óscar Luis Castañeda Lossio (born June 21, 1945 in Chiclayo ) is a Peruvian politician and was mayor of Lima until the end of 2018 .

Castañeda is a lawyer and has served on the boards of various public institutions - mainly social security systems. Between 1990 and 1996, during Alberto Fujimori's government , he was President of the Instituto Peruano de Seguridad Social (IPSS). He is a member of the electoral alliance Solidaridad Nacional (National Solidarity).

On January 1, 2003, he took over the post of mayor in Lima from his independent predecessor Alberto Andrade Carmona, who served from 1996 to 2002. The main goals of his policy were, above all, to improve the inadequate infrastructure and to combat the high level of crime in Lima. Since he took office, several neuralgic traffic congestion points have been defused and some major road construction projects have started. The large-scale program for greening the city, which increases the city's recreational value and solved the most glaring problems with garbage disposal, was also received positively by the citizens.

He resigned as mayor in October 2010 to focus on his candidacy for the 2011 presidential election . On election day he got the fifth largest share of the vote with almost ten percent.

From 2015 to 2018 he was again mayor of Lima, his successor was Jorge Muñoz Wells .
