Luo Baoming
Luo Baoming ( Chinese 罗保铭 ; * 1952 in Tianjin ) is a politician in the People's Republic of China . He has been the governor of Hainan Province since 2007 .
Luo joined the Chinese Communist Party in 1971 . He was or is a deputy member of the 16th and 17th party congresses .
Luo also has a master's degree in history .
