A governor ( Chinese 省長 / 省长 , Pinyin shěngzhǎng ) in the People's Republic of China has the highest executive power in a province , comparable to a German prime minister or the Austrian governor . He ranks second in the province after the secretary of the respective provincial association of the Chinese Communist Party .
