Mandera is the capital of Mandera County in the extreme northeast of Kenya near the border triangle Kenya - Ethiopia - Somalia . According to the 1999 census, it had 30,433 inhabitants.

The majority of the inhabitants are Somali and belong to various clans , including the Murulle and Garre . You have family ties across the barely secured national borders. The area, also known as the “Mandera Triangle”, has been politically unstable since colonial times, and clan conflicts have occurred time and again. During the Shifta War in particular , residents were also victims of human rights violations by Kenyan security forces. High unemployment, competition for scarce resources, the easy availability of small arms and the proximity to Somalia - where civil war has raged since 1991 - all contribute to the poor security situation . Around 10,000 refugees from Somalia have lived in Mandera since 1991. Malnutrition is widespread due to drought, water scarcity and increased food prices.

In mid-2008, a conflict between Garre and Murulle over a borehole for armed conflict escalated, in which Borana militias from Ethiopia were involved on the Garre side and Marehan- Darod militias from Somalia on the Murulle side. The army and police then carried out a joint campaign to disarm the population, in the course of which thousands of men were tortured and dozens of women raped, as well as looting.
