Manfred Alfred Maria Mayer (born June 8, 1950 in Landshut ) is a German lawyer . He has been working as a lawyer and managing partner at MAYBURG Rechtsanwaltsgesellschaft mbH in Munich since November 2015, specializing in IT, computer and public procurement law. From June 2003 he headed the department for e-government and legal issues of information and communication technology (IT), initially in the Bavarian State Chancellery and from August 2009 to July 2011 in the staff position of the Bavarian State Government's IT representative in the Bavarian State Ministry of Finance . He coordinated the Bavarian activities in this area. From August 2011 to October 2015 he supported the management of Messe München GmbH in the implementation of IT trade fairs in the field of e-government and Industry 4.0.

biography

Manfred Mayer studied at the Ludwig Maximilian University of Munich from 1969 to 1973 law . After his subsequent clerkship at the Higher Regional Court of Munich from 1974 to 1976, he was in 1978 with the dissertation on " Patent law and environmental protection " doctorate . After studying law, after working as a research assistant at the Max Planck Institute for Intellectual Property , he worked from 1977 to 1988 as a judge at the Munich District Court and as a public prosecutor in Munich. In addition, from 1983 to 1996 he headed the IT department of the Munich Higher Regional Court. From 1990 to 1996 he worked as a judge at the Munich Higher Regional Court . From 1996 he was head of the department for organization, information and communication technology and from 2001 he was head of the department for legal questions in information and communication technology in the Bavarian State Chancellery . In 2006 Mayer was appointed honorary professor at the University of the Federal Armed Forces in Munich . At the Faculty of Computer Science , he holds lectures for students of computer science and business informatics in the master’s course. Since 2011 he has been in charge of the IT law department in the MBA course "IT Management" at the Technical University of Ingolstadt, Institute for Academic Continuing Education (IAW). With Mayer playing a key role, the e-government strategy was developed in the Free State of Bavaria, the e-government pact with the central municipal associations and the e-government dialogue with the private sector were prepared. Mayer is the father of two children and lives in the Munich district.
