"Meminit unusquisque vestrum, Venerabiles Fratres, quanto animi Nostri dolore in hoc amplissimo vestro consessu saepissime lamentati simus gravissima et nunquam satis deploranda damna catholicae Ecclesiae, huic Apostolicae Sedi, Nobisque cum illesto maximo aalpisima aalpimenti societatis detribus et fautoribus in miseris praesertim Italiae regionibus, quas idem Gubernium iniuste aeque ac violenter usurpavit. "

“Each one of you, Venerable Brothers, remembers the spiritual suffering with which We have often lamented the most serious and unfortunate damage in your society, which is more ominous to the Holy See and to us at the expense of the civil society of the Kingdom of Sardinia and the instigators Rebellion have been inflicted in the extremely unfortunate Italian regions which this kingdom has illegally and forcibly seized. "

Historical background

Italy

The annexation of some cities in the Papal State by the Kingdom of Sardinia (March 1860) was already mentioned in the apostolic letter Quum catholica , the loss of the provinces of Umbria and Picenum in the autumn of 1860 in the Novos et ante allocation and the encroachment on the Kingdom of the Two Sicilies in the Iamdudum allocation cernimus treated. In this allocation, the Pope deals with some of the effects of Sardinian power on the occupied regions.

Mexico

In March 1861, the liberal Benito Juárez became President of Mexico in the course of the Reform War (Guerra de Reforma) . His government took against the Catholic Church-related measures that undermined their position. Without explicitly mentioning the leader of the Liberals, Pope Pius IX condemned. sharply these measures and equated their authors with the Italian instigators of rebellion.

Granada Confederation

In July 1861, the Liberals, led by Tomás Cipriano de Mosquera , captured the capital of the Granada Confederation, Bogota, during the Colombian Civil War and imprisoned the President of the Confederation.

The situation in Italy

Initially, Pope Pius IX complained. the damage suffered by the Kingdom of Sardinia and the instigators of ominous rebellion (see introductory sentence in the quotation above). Pope Pius IX ranks among these damages. arrested by soldiers of the Archbishop of Naples Sisto Riario Sforza . According to the Pope, those who renew the bad habits and the anger of the old heretics and who rage against everything sacred seek to overthrow the Church of God and to exterminate the Catholic religion from all souls and to instill and arouse eccentric desires in them.

Pope Pius IX Condemns the expulsion of the bishops from their dioceses, their incarceration (“ Sacrorum Antistites in carcerem missi ”), the harassment of priests and the injustice against them, the abolition of the monastic communities , their expulsion from the coenebi , whereby the nuns were forced to beg; also the looting and pollution of churches, their transformation into robber's caves (“ Dei Templa in latronum speluncas conversa ”), the establishment of public schools of corrupt doctrines and the publication and distribution of ominous brochures and newspapers. In these abominable scriptures one combats holy faith, religion, piety, chastity and all virtue, the principles of eternal and natural law and public and private law ; they glorify the attack on property, the unbridled arbitrariness of life and the daring of everything, the impunity of vices and mistakes (" effrenis vivendi, et quidlibet audendi licentia, omniumque vitiorum et errorum impunitas maiorem in modum fovetur, propagatur ac doctorate "). In particular, the Pope shuddered and his senses faded with pain when he remembers the burned and rubble cities in the Kingdom of Naples , the imprisonment or murder of countless priests, but also citizens of both sexes, including those who were sick undeserved slander, as well as without mentioning any reason (in Latin : " Horret quidem refugitque dolore animus, et commemorare reformidat, plura in Neapolitano Regno oppida incensa et solo aequata, et innumerabiles prope, integerrimosque Sacerdotes Religiososque viros, et cuiusque et aetisatis cives, ac vel ipsos aegrotantes indignissimis contumeliis affectos et indicta etiam causa, aut in carcerem detrusos, aut credelissime necatos ”). Pius IX finds the deviation from the path of truth on the part of some clergy in Italy, their approval of the actions of the impious, regrettable.

The situation in Mexico and Colombia

Similar people, gripped by a similar hatred of Catholicism (in Latin : " eiusdem generis homines simili contra catholicam Ecclesiam odio incensi ") passed extremely unjust laws in Mexico that endanger the influence, rights and teaching of the church. The property of the clergy was plundered, the clergy were rushed, the nuns were tortured, the bishops were separated from their parishioners by means of various injustices and they were driven out. The expelled bishops had arrived in Rome and consoled the Pope with their excellent virtues.

The rioters (“ rerum civilium perturbatores ”) in the Granada Confederation had passed an unspeakable decree prohibiting the spiritual power from exercising their powers without the permission of the secular authorities and expelling the Jesuits . Furthermore, the papal legate was forced to leave within three days.

Finally, Pope Pius IX thanks. with the bishops, but also with the believers who support him and the people of Rome who, according to him, prefer nothing more than to stand by the Apostolic See and its allies and to reject the ventures of the rebels. Pius IX implore the gracious God day and night to shorten the days of temptation, but also abundant grace for all and the conversion of the enemies of the Holy See, their return to the path of righteousness .
