The structure was built between 1925 and 1928. The architecture firm Keppie & Henderson was responsible for the design , with Andrew Graham Henderson mainly working on the Mercat Building.

The building is located between London Street and Gallowgate off the Saltmarket ( A8 ) in the south-east of central Glasgow. In addition to its four floors, it has two mansard floors. While the masonry on the ground floor consists of black granite , a light, contrasting stone was used for the upper floors. Following the course of the street, the Mercat Building has a wedge-shaped floor plan with a cut chisel tip. The high arched recess at the top is designed with Ionic columns. It is decorated with flanking sculptures by the stonemasons Archibald Dawson and Alexander Proudfoot . The side facades are designed symmetrically with elongated lattice windows. Colossal pilasters extend between the third and fourth floors . Above the cornice is the lower mansard floor with metal balcony balustrades. The final floor is clad with slate.
