Moritz Liepmann House

The Moritz-Liepmann-Haus was founded in 1972 as an institution for what was then known as the transition prison, in a house dating from 1910 that was part of the former Prussian garrison hospital in the Hamburg district of Altona . The first director and founder was the social worker Günter Behnk. The chairman of the advisory board was the criminologist Lieselotte Pongratz . The name of the house is reminiscent of the German and Hamburg criminal lawyer and criminologist Moritz Liepmann .

The house provided space for 45 prisoners (38 men and 7 women). The inmates were housed there for about 6-12 months after they had already served the majority of their sentences in a closed prison. They were prepared for discharge with socio-educational support. According to the original concept, after a short period of observation inside the house, the inmates were put to work outside the institution.

After the Penal Execution Act came into force , the Moritz-Liepmann-Haus became an institution of open execution and a house for prisoners. It is still considered to be a model of a transitional implementation close to the city center. Under Justice Senator Roger Kusch , the house was closed in 2005 against the resistance of the inmates and residents. In the black-green coalition agreement of 2008, it was planned to reopen. After the end of this coalition, however, this plan was not pursued. In 2016 the house was converted into an accommodation for refugee and homeless women.
