Karayılan graduated from the Gaziantep Mechanical Engineering College and joined the PKK in 1979 . At the 3rd Congress of the PKK he was appointed to the central committee of the party and in 1991 entrusted with tasks in Europe. In May 1992 he returned to Turkey and took over command of the “Botan” region. At the 5th Congress of the PKK in 1994 he became a member of the so-called “Presidential Council” and was entrusted by Öcalan with the task of “rebuilding the PKK”. After Abdullah Öcalan's capture, Karayılan applied for asylum in the Netherlands, which was rejected. He is presumably staying in the northern Iraqi Kandil Mountains and planning the actions of the PKK troops in Turkey from there. The Turkish media repeatedly report a power struggle within the PKK. Karayılan's main opponent is Bahoz Erdal .

On October 14, 2009, the US Treasury Department's Foreign Investment Control Bureau decided to freeze Karayılan, Rıza Altun and Zübeyir Aydar's assets. The resolution identifies Karayılan as a major foreign drug trafficker . On November 6, 2018, the US announced that it would provide up to US $ 5 million as part of its Reward for Justice program for information leading to the arrest of Karayilan.
