The museum is located on the ground floor of the former convent of San Domenico , where the Società Siciliana di Storia Patria (Sicilian Society for Patriotic History) has been based since 1873. After a lengthy period of object collection and planning, especially by the then chairman Alfonso Scansone during the World War 1915–1918, the museum was opened on December 31, 1918, after the First World War was victorious for Italy. The first reorganization of the exhibition took place in 1932 on the occasion of a necessary building renovation.

The Allied bombing raids on Palermo in 1942–1943 caused considerable damage to buildings and collections. The museum was only able to reopen in 1961. It was named after the Palermitan lawyer and politician Vittorio Emanuele Orlando (1860-1952). Orlando was honorary chairman of the Società for 30 years, multiple ministers and prime minister of the Kingdom of Italy from October 30, 1917 to June 19, 1919, and after the Second World War a member of the Assemblea Costituente (German: Constituent Assembly) .

The patriotic concept of the time of origin was replaced in 1961 by a historically oriented presentation. Many objects are relics of the Risorgimento . The themes dealt with are the aspirations for autonomy in Sicily at the beginning of the 19th century, Garibaldi's expedition and the unification of Italy. A second room is dedicated to the memory of Francesco Crispi . These exhibits were donated by his daughter. There are u. a. Photographs with personal dedications by Garibaldi , Verdi , Carducci , but also Bismarck and Gladstone .

There are paintings, sculptures, pamphlets, dagurerotypes, maps, cannons, uniforms and weapons, banners and flags.

At the moment (October 2007) the museum is closed to the public for renovation. A time for the reopening is not yet known.
