NL-Alert is an alarm system based on cell broadcast technology from the Dutch government for the entire national territory of the Netherlands . The system informs citizens about dangerous, emergency and crisis situations.

Since the system was introduced in November 2012, the Dutch authorities have been able to send messages to all mobile phones in a certain area. For this purpose, the area of ​​the Netherlands was divided into about 5000 cells. Before the nationwide commissioning, test runs were carried out in some municipalities, including Zoetermeer , Rotterdam and Enschede . The system is used to warn of general emergencies such as large fires with toxic smoke development, floods or the risk of explosion.

functionality

NL-Alert uses what is known as cell broadcasting, a mobile phone service that was developed in the mid-1990s and sends short messages to all recipients in a definable area. The transmission masts of all providers are used for this. The service uses its own channel and therefore continues to function even if there is a congestion on the network that would prevent or delay the reception of normal messages. The reception of the messages is already set at the factory on the devices of certain manufacturers; For some other models, the appropriate apps must first be installed or settings made.

Range

Twice a year - in June and in December - the Dutch authorities send out a control message to all recipients, from which the spread of NL-Alert can be determined. The most recent news to date, dated December 2, 2019, was received by 85% of Dutch people aged 12 or older. This corresponds to about 12.9 million people or more than four fifths of the Dutch population in this age group.

Indirect reach

There is a great willingness to pass an NL alert on to others. As a result, the control report reached a total of around 13.7 million people in December 2019 (90.7% of the Dutch population aged 12 and over). The increase in the indirect reach of this cell broadcast message in recent years is shown in the list below:

  • June 6, 2016 - 8.3 million people aged 12 and over (57%)
  • December 5, 2016 - 8.8 million people aged 12 and over (60%)
  • July 3, 2017 - 9.2 million people aged 12 and over (63%)
  • December 4, 2017 - 10.8 million people aged 12 and over (74%)
  • June 4, 2018 - 11.3 million people aged 12 and over (76%)
  • December 3, 2018 - 12.43 million people aged 12 and over (83%)
  • June 3, 2019 - 13.18 million people 12 years and older (88%)
  • December 2, 2019 - 13.7 million people aged 12 and over (90.7%)

Technical problems

NL-Alert users repeatedly reported that they did not receive any control messages at the previously announced times. In December 2018 this was the case in the province of Flevoland as well as in Noord-Brabant and Utrecht . In other cases, however, it has happened that individual recipients have received the notification up to ten times. The reasons for these difficulties are still unknown and are the subject of technical investigations.
