National cancer plan
National Cancer Plan (NKP) is the name of the coordination and cooperation program of the Federal Ministry of Health to further develop and improve the early detection of cancer and the care of people with cancer in Germany. In addition to the Federal Ministry of Health, the initiators of the program launched in 2008 are the German Cancer Society , the German Cancer Aid and the Working Group of German Tumor Centers (ADT).
History and Development
Based on findings from the Robert Koch Institute and the German Cancer Research Center (DKFZ) on the development of cancer into a widespread disease, the BMG, with the support of specialist societies, decided to establish the institution with the aim of long-term cooperation. The National Cancer Plan was proclaimed on June 16, 2008 during the term of office of Minister of Health Ulla Schmidt . In the period that followed, the federal government succeeded in winning the federal states, health insurances, pension insurance, service providers, medical organizations, science and patient associations as committed partners for cooperation.
Focus
The focus of the National Cancer Plan is on four "fields of action". A total of 13 goals were developed in these fields. The fields of action are
- Further development of early cancer detection (participation rate, international quality requirements, evaluation)
- Further development of oncological care structures and quality assurance (alignment of differences in care, uniform certifications, S3 guidelines for all common tumor types, networking of providers, quality reporting, comprehensive psycho-oncology)
- Ensuring efficient oncological treatment with a focus on oncological drug therapy (evidence-based, economical)
- Strengthening patient orientation (quality-assured information and advice)
According to the Ministry of Health, with the inclusion of a National Cancer Plan, Germany is also implementing recommendations from the European Union and the World Health Organization ( WHO) . Cancer research, especially health services research, is considered as a cross-cutting issue in the fields of action.
Research in the national cancer plan
On June 20, 2011, the Federal Ministry of Health started the funding priority “Research in the National Cancer Plan” as part of its departmental research. According to official information, the results will form the health policy decision-making basis for the targeted further development of oncological care. The advertised funding focus is based on the identified research needs on various goals in the individual fields of action of the NCP. This also applies to questions such as early cancer detection and risk, patient competence and psycho-oncological care. Funding for 13 projects selected as part of an expert review process started in 2012. A total of five million euros are available for the entire duration.
