National Leadership Committee

The National Leadership Committee ( Arabic لجنة التوجيه الوطني, DMG laǧnat at-tauǧīh al-waṭanī ) was a representative of the Palestinians between 1978 and 1982 in the territories that Israel had conquered in 1967.

The committee was founded in 1978. The committee was one of the results of the 1976 local elections. In these elections, left-wing mayors were mainly elected, replacing the old elites who were loyal to the Jordanian and Egyptian regimes. Bassam Shakaa, the new mayor of Nablus, was close to the Iraqi Ba'ath Party , the others sympathized with the Popular Front for the Liberation of Palestine (PFLP) or the Democratic Front for the Liberation of Palestine (DFLP).

Reasons for the initiative were:

  1. The settlement of the West Bank, especially since the 1977 Israeli elections.
  2. the Camp David Agreement between Israel and Egypt

The committee was composed of 8 mayors, 3 journalists, trade unionists and representatives from various citizens' groups. The committee had 34 members, the only woman being Samiha Khalil . The committee secretary was Ibrahim Dakkak. 10 of the members sympathized with the Fatach, 4 with the royal family in Jordan. What brought them together was opposition to settlement and to Camp David.

Reactions

The initiative was not received positively by the Palestine Liberation Organization (PLO). The committee meant a shift in weight and threatened the PLO as the sole representative of the Palestinians. The Fatach leadership in particular was not reluctant to look forward to the initiative, since most of the committee members belonged to the left. The committee was also opposed by the clergy. But above all the committee was opposed by the Israeli occupation forces. In 1980, Fahd Kawassme, the new mayor of Hebron, and Mohammad Milhem, the new mayor of Halhul, were deposed and expelled to Jordan .

As a result, Kawassme and Milhim started a hunger strike. Kawassme emphasized that the Palestinians had no problem with the Jews, but with Zionism . A Jewish right-wing underground group carried out three attacks simultaneously on June 2, 1980. Bassam Shak'a, the mayor of Nablus, and Karim Khalef, the mayor of Ramallah, were seriously injured. The third, Ibrahim Tawil, mayor of El-Bireh, heard of the two attacks and was able to save himself. In 1981, the new defense minister, Ariel Sharon , decided to reorganize the administration of the occupied territories, deposed all mayors and appointed a civil administration.

In Gaza, the administrative appointment of a mayor was not accepted and the city remained under the direct control of the Israeli occupying forces from 1982 to 1994. In 1984, the former mayor of Hebron, Fahd Kawassme, was assassinated in Amman .

In 2008, the Palestinian authorities announced that they had caught Kawassme's killer. The killer is called Anwar Altamizi, and according to various sources he carried out the murder on behalf of the Mossad . On January 18, 2010, he was sentenced to ten years imprisonment with detention in Jenin . Several years ago, Naif Albayid was convicted of the same murder in Amman. Other sources link Shakir al-Absi to the murder. And still others - Syria. Kawassme's daughter, Saha Kawassme, is now a member of the city council. Israeli Knesset MP Muhammad Miyari drove to a memorial service in 1985 in memory of Kawassme. The National Governance Committee then applied for his immunity to be waived, but the court refused. The National Leadership Committee was instrumental in the development that led to the First Intifada .
