National Research Institute for Cultural Properties Tokyo ( Japanese 東京 文化 財 研究所 , Tōkyō Bunkazai Kenkyūsho , English Tokyo Research Institute for Cultural Properties , short: Tōbunken ( 東 文 研 )) is a self-governing body based in Ueno Park in Taitō-ku , Tokyo . The main task of the institute, which was founded in 1930 , is basic research on conservation and restoration techniques for Japanese and Asian art, traditional exhibition arts ( 伝 統 芸 能 ) and cultural assets. In this function, the institute carries out examinations according to the requirements of art and natural history museums and supports the museums with technical instructions. Furthermore, the institute maintains a lively scientific exchange with research institutes for cultural goods, for example in Germany, China, America, Thailand, Korea, etc. Since 2007 it has been integrated into the organization of national institutions for cultural goods . Nobuo Kamei currently heads the institute.

The forerunner of the institute, the “Research Institute for Art” ( 美術 研究所 , Bijutsu Kenkyūsho ), which was donated by the “ Kuroda Seiki Memorial ” in 1930 and was located there, initially belonged to the Japanese Academy of Arts and was founded by Yukio Yashiro (1890–1975). In 1947 responsibility for the institute changed to the Tokyo National Museum . In 1954 the institute was renamed and given the name: "National Research Institute for Cultural Assets Tōkyō". In 1968 the Office for Cultural Affairs became responsible for the research institute. In 2000 the institute was given a new building, while the “Kuroda Seiki Memorial” remained in the original building designed by Shin'ichirō Okada in the 1920s. In 2001 it was initially merged with its counterpart, the National Research Institute for Cultural Goods Nara , headquartered in Nara , and in 2007 it was merged with the National Museums of Japan in the umbrella organization of National Institutions for Cultural Goods.

The research institute consists of five departments that are dedicated to different tasks. The "Department for Research, Archiving and Information Systems" collects documents and images, takes care of the technical processing and makes the information available to the public and research. This department is also responsible for the Tobunken library with approx. 240,000 books and 260,000 photographs and the archive databases, which are also available online in English. The “Department for Intangible Cultural Assets” deals primarily with the conservation of intangible cultural assets through image and sound recordings. The “Department for Conservation and Restoration Techniques” takes care of the scientific research into methods of conservation by examining, among other things, materials, manufacturing techniques and the environmental conditions of cultural assets. The "Department for International Cooperation in Conservation", newly established in 1995, endeavors to exchange knowledge with other research institutes and to coordinate joint efforts at international level for conservation and restoration. Since 2010, the management of the research center has been combined in the “Department for the Support and Promotion of Research Efforts”.

The “Kuroda Seiki Memorial” is still part of the Research Institute for Cultural Property. The memorial, which commemorates the "father of Western painting" ( Yōga ) in Japan, was established in 1928, four years after Kuroda's death and two years before the research institute. The memorial shows 126 oil paintings and 170 drawings by Kuroda. An overview of the works can be found on the museum's website.
