New social question

The term New Social Question was introduced into the political discussion by Heiner Geißler in 1975. The term was used to refer to the phenomenon of unemployment at a consistently high level, which emerged again in the 1970s, as well as the situation of numerous households, such as pensioners, who are no longer in employment from which they could directly draw social security , and which are also not represented by any other interest group. Kurt Biedenkopf responded to the discussion in his 1974 book Progress in Freedom by outlining new social questions.

Critics saw in the concept a popularization of the social state criticism from the left and neo-Marxist side. So had Claus Offe argues that the welfare state is equal to open by no means all organized interests.

In the current public debate, the term is used to address various phenomena, such as intergenerational equity in pension policy, the consequences of globalization or the social effects of unemployment .
