Norbert Ziegler (born August 14, 1953 ) is a former German soccer player .

Ziegler played at Bayer 04 Leverkusen from 1975 to 1980 , where he was used in midfield and attack. With the club he rose to the Bundesliga in 1979 . After the rise, Ziegler lost his regular place and only played five Bundesliga games. In November 1980 he moved to the second division club Freiburg FC . In total, he played 159 second division games in which he scored 19 goals. He last played for SC Viktoria Köln in the 1981/82 season .

From 1989 to March 2012 he worked as a scout at Bayer 04 Leverkusen.
