Emergency preparedness describes the everyday medical protection of people living in Germany. It thus represents the counterpart to disaster control, as it were, which ensures the supply of citizens in a major disaster situation .

In public space, it is a constitutional task of the municipalities: they provide a needs-based rescue service .

In accordance with the relevant administrative regulations, private organizers have to secure the emergency care of their visitors, for example by ordering a paramedic service (SWD) from recognized aid organizations ( ASB , DRK , JUH , MHD , DLRG ) or private providers. The assessment of the scope of such medical care is incumbent on the responsible regulatory authority or special regulatory authority on the basis of appropriate planning aids (for example the bricklayer scheme ).

The training of managers in the area of ​​emergency preparedness takes place in department 5 of the Academy for Crisis Management, Emergency Planning and Civil Protection .
