Paramedic service
The medical guard or ambulance service is part of the emergency preparedness in the context of events . If an increased risk potential is assumed, the organizer commissions a provider in advance to provide a paramedic service for the entire event or parts of it based on the findings of a risk analysis . Such security services are often coordinated with the fire and rescue services and cooperation is regulated. The licensing authority can request a medical service concept as an annex to the safety concept , in which the responsible persons and the processes are written down.
The appointment of a paramedic service takes place either on the organiser's own initiative, on the basis of the regulations of higher-level associations such as equestrian or motor sports associations, or on the basis of official requirements. However, due to the organiser's duty to maintain safety , there is a need to provide a medical guard at major events, even without official requirements.
The medical guard service includes both the staff ( paramedics , emergency medical services staff , paramedics , support service workers , telecommunication services, management personnel) and the equipment ( first-aid station , accident assistance agencies , hospitals , rescue and emergency ambulance , utilities, communication and guiding means). Sick or injured people will be given first aid at the event by the paramedic service and, if necessary, handed over to the public rescue service for further care and transport to a final care facility ( hospital , medical practice ).
In exceptional cases, for example in the case of particular urgency, transports to a suitable destination clinic can also be carried out using vehicles from the medical guard service. There is also the possibility of using the vehicles as primary rescue equipment outside the event area. This happens after consultation between the operations management of the paramedic service and the responsible control center . General solutions are also possible. In these cases, fixed agreements exist between the responsible rescue service provider and the service provider of the medical guard service, or the rescue service provider makes transport by vehicles of the medical guard service a requirement. This usually happens at major events such as major sporting events or festivals, in order not to overburden the regular provision of the public rescue service.
Even if the service providers usually work with voluntary staff, the service recipient usually incurs costs. The expenses for the sometimes extensive medical equipment and training, the vehicles and protective clothing of the emergency services must also be raised. In addition, there are costs for the provision of materials. Refinancing is often done in whole or in part via medical security services. The exact breakdown of costs that are billed to the service recipient varies. Usually, however, per capita amounts are calculated for the emergency services and flat rates for the material used, e.g. B. tents or ambulances.

- various smaller, often locally active companies
- some security companies combine their task with the offer of a paramedic service
- as well as fire brigades (if active in the medical service)
Some police authorities also operate a paramedic service with their own ambulance in situations that are assessed as dangerous. These special police vehicles are intended exclusively for initial medical aid and for the transport of injured law enforcement officers . The reason for the provision is the duty of care for the officials . As a rule, the police medical service is responsible for staffing the police's own rescue equipment.
Legal basis
In Germany there are few direct laws that deal with the establishment and operation of a medical watch service. The basics are derived from the general provisions for events, which give the opportunity to issue requirements to avert danger . In some federal states there are direct regulations.
