Berlin model (medical service)

The Berlin model is a concept developed by the Senate Department for the Interior and Sport in Berlin for measuring the medical services at major events. As part of the approval process, it is included as a condition in the notification or permit . Further methods are the Cologne algorithm and the Maurer scheme .

The concept provides information on how many personnel with which qualifications and which vehicle types have to be provided. Dimensioning of the paramedic service

The basis for the dimensioning is a risk analysis. The type of event, the type of expected visitors, the actors and additional short events are included as parameters. All events from 100,000 visitors are treated as special events and charged separately.

Based on the number of expected visitors, the number of qualified medical staff and the vehicles can be determined.

Advantages and disadvantages

One advantage is the ease of use. The coordination of the State of Berlin with the medical services and the assurance of standardized qualifications are also positive . The leaflet allows quick conclusions to be drawn about how many staff is required. Based on this, it can quickly be determined which costs will be incurred by the organizer. However, it only works up to an expected number of visitors up to 100,000.

criticism

In practice, the concept is only used by inexperienced organizers. In addition, local or structural features are not taken into account. A comparison with practice shows that often more staff and resources are used than calculated. The leaflet cannot provide any reliable information about special events.
