The DEK memo has been part of a series of didactic and methodological attempts to simplify shorthand since the 1970s. The note was developed by Hans-Jürgen Bäse, Hans Lambrich and Margit Lambrich in the 1980s and tested by Bäse for many years, especially at the Department of Applied Linguistics at the University of Mainz in Germersheim . It uses the stock of characters and, above all, the graphic abbreviation of the DEK traffic script , but reduces these in scope. It thus offers comparatively quick access to shorthand and requires around half the learning time for traffic writing . This, in turn, is the basis, among other things, of the DEK high-performance speech script , which today still provides the basis for the daily parliamentary verbal protocols in numerous German parliaments .

The DEK memo was accompanied by application examples for the modern use of the font; The focus was no longer on the so-called dictation script, which was customary up to that point. The DEK memorandum saw and is faced with diverse, differentiated scientific criticism. I.a. she is accused of having limited capabilities. It allows writing speeds of a maximum of about 100 syllables / minute, whereas the lower level of the DEK (traffic writing) allows a good half more. The reference point, normal human handwriting (so-called longhand), enables a maximum writing speed of about 40 syllables / minute.
