Oleg Ivanovich Betin ( Russian Олег Иванович Бетин ; born August 25, 1950 in Tambov ) is a Russian politician of the United Russia party and was governor of Tambov Oblast from March to December 1995 and from December 1999 to May 2015 .

In December 1995 he lost in the gubernatorial elections to Alexander Ryabov, candidate of the Communist Party , and was appointed as the presidential representative of the region. In December 1999 he won the gubernatorial election. On December 7, 2003, he was re-elected with 70% of the vote. On July 9, 2005, President Vladimir Putin nominated him as head of the administration of Tambov Oblast, three years before the end of his term of office and after he was confirmed by the local Duma on July 13. In July 2010, his term of office was extended for a further five years. Two months before the end of his term of office, Betin resigned from his office and was replaced by the previous chairman of the regional parliament Alexander Nikitin .

In July 2000 he was ranked fourth in a list of enemies of the Russian press by the Center for Extremal Journalism , which is part of the Russian Union of Journalists .

On April 16, 2008, the then mayor of Tambov , Maxim Kosenkow, was arrested and charged on April 22, for alleged kidnapping of his alleged lover, who was freed by a special unit on March 28, 2008. The whole case is very unclear and questionable, political intrigues cannot be ruled out, there was a rumor that Kosenkow wanted to apply for the post of governor. Betin then replaced him with a new mayor who was assured that he was Orthodox and a good family man. In an interview with Vladimir Worsobin from Komsomolskaya Pravda, which appeared on May 16, 2008, he let his anger run free over the “gay sewer” in his city and said: “Tolerance? To hell with that! “Blue ones” (roughly equivalent to “fagots”) should be torn into pieces and scattered in all directions. [...] I am against perversion. The principles of Orthodoxy should remain unaffected. ”No criminal case was initiated and a civil case was dismissed on procedural grounds. The authorities agreed to a demonstration against betine on October 10, making it the first approved demonstration by the Russian gay movement .
