There are hardly any usable sources about Oliver Newman. What is certain is that he lived in Washington DC at least for a time. In 1913, he became a member of the three-person Board of Commissioners that ruled the city of Washington. Within this group he was appointed chairman. In this capacity he practically exercised the office of mayor, even if this title was not officially used between 1871 and 1975. He held this post between 1913 and 1917. After that, his track is lost again.
