Otto Krafft was born on April 22nd, 1879 in Wetzlar as the son of the factory owner Christian Krafft and his wife, née Meyer. He attended the Protestant preschool and high school in Wetzlar and completed his schooling in 1898 at the secondary school in casting . Otto Krafft studied civil engineering and specialized in the field of railway construction. In 1903 he became a member of the Architects' Association in Berlin and in March 1904 received the Schinkel plaque (also known as Schinkeldenk coin ) for his "design for the four-track expansion of the Vohwinkel – Elberfeld line". After his legal clerkship in the Prussian railway administration and passing the state examination, Krafft was appointed government builder ( assessor in the public building administration) in February 1906 .

In the same year he came to the municipal building administration of the city of Hamm . At the beginning of 1907 he finally resigned from the Prussian civil service and shortly afterwards he was elected to the town planning authority in Hamm. In this function, he played a key role in the reallocation of the Ahse from downtown Hammer (1911–1913) and had the areas obtained in this way redesigned into a green area. In addition, as a representative of the city administration, he was involved in state building projects such as the redesign of the railway systems and the connection of Hamm to the waterway network (Lippe-Seiten Canal, construction of the port).

The fact that he was consulted as an expert outside of Hamm speaks for his professional reputation. B. 1915/1916 as a (honorary) judge in the architecture competition “for preliminary drafts for a development plan for the area outside the wall surrounding the city of Soest” .
