Otto Luchterhandt

Otto Luchterhandt (born August 1, 1943 in Celle ) is a German legal scholar .

Otto Luchterhandt studied law and political science, Slavic studies and Eastern European history at the universities of Freiburg and Bonn from 1965 to 1970 . The first state examination took place in 1970 and the second state examination in 1975. In 1974 Luchterhandt received his doctorate from the University of Cologne with the thesis The Soviet State and the Russian Orthodox Church . From 1975 to 1990 he worked as a research assistant or employee at the Institute for Eastern Law at the University of Cologne. In 1986 he completed his habilitation with the thesis Basic Duties as a Constitutional Problem in Germany . From 1988 to 1990 Luchterhandt held professorial positions at the universities in Freiburg / Br., Cologne and Hamburg .

From 1991 until his retirement in 2008 Luchterhandt taught as professor for public law and Eastern law at the University of Hamburg and was director of the department for Eastern law research . From 2003 to 2012 he was president of the Göttingen working group .

Luchterhand rated Georgia's approach in the 2008 Caucasus War as disproportionate. In September 2019 he was one of about 100 constitutional law teachers who, with the open appeal for the right to vote, Downsized the Bundestag! turned to the German Bundestag .
