Production started in Moscow in 2000. Parliament Vodka was first introduced to Germany in 2004.

The Hamburg-based company Borco-Marken-Import Matthiesen GmbH & Co. KG has been the general importer for Germany since July 2008 . According to the importer, Parliament is one of the best-selling Russian vodkas in German-speaking countries with around 1.5 million bottles sold (No. 2 behind Moskovskaya ). The manufacturer is the major Moscow distillery Uroschaj.
