Personal security check

The personal security check is a test procedure in Switzerland , to which certain federal and cantonal employees , members of the armed forces and other persons are subjected by security-relevant public authorities before and during their employment .

Testing bodies

A specialist body for personal security checks in the information and property security department of the Federal Department of Defense, Civil Protection and Sport (DDPS) is responsible for the checks and carries out the security checks together with the federal and cantonal security agencies in accordance with the provisions of the above ordinance.

The personal security check is carried out in three stages with the consent of the person concerned, depending on their possible access to information that affects public safety :

The examinations must be initiated by the employing authorities and repeated at the latest after five years or when the security-relevant status of the person concerned increases. The documents from the security check may only be used for risk assessment - or in federal criminal proceedings against the person concerned. Data collected with assumptions or mere suspicions will be destroyed. The result of the safety check is usually disclosed to the checked person and their employer as a ruling within three months .

The test result is classified into four levels after the assessment of the possible safety risk that the person tested bears:

  • positive risk disposition (no security risk)
  • Risk disposal with conditions (security risk with reservation)
  • negative risk disposition (security risk)
  • Declaration of assessment (lack of data for a risk assessment)

The employer is not necessarily bound to this review decision; he decides autonomously about employment or continued employment of the person concerned. However, a decision by the appointing authority that deviates from the ruling must be communicated to the specialist body for personal security checks, which keeps the test documents for the duration of the checked person's employment and then transfers them to the Federal Archives.
