Peter Phillips (politician)

Peter David Phillips (born December 28, 1949 in Kingston ) is a Jamaican politician of the People's National Party (PNP). He was Minister of Health from 1995 to 1997, Minister of Transport and Construction from 1998 to 2001, Minister of National Security from 2001 to 2007, and Minister of Finance and Planning from 2012 to 2016.

He has been opposition leader since April 3, 2017.

Life

Phillips attended Jamaica College before studying at the University of the West Indies (UWI) for a Bachelor of Science degree in Economics and a Master of Science degree in Administration. He continued his studies at the State University of New York ( Binghamton University ), where he received a Ph.D. in International Political Economy . He then worked as a lecturer at the UWI and published numerous papers on questions of Caribbean development policy.

In 1989 Phillips was appointed Senator and appointed Minister of State to the Office of the Prime Minister, where he served as Minister for Special Projects from 1991 to 1994. He has been a member of the House of Representatives since 1994 , representing the constituency of East Central St. Andrew . In the parliamentary election on December 29, 2011, he was able to win the constituency with 62.7% of the vote.

He was Jamaican Minister of Health from 1995 to 1997, Minister of Transport and Works from 1998 to October 2001, and Minister of National Security from November 2001 to September 2007. When the PNP won a government majority in the 2011 elections and Portia Simpson Miller became Prime Minister, she appointed Phillips as Minister of Finance and Planning. He was sworn in on January 6, 2011.

He was also the general secretary of the PNP from 1991 to 1994 and vice-chairman of the party from September 1999 to September 20, 2008. In the election for the party chairmanship of the ruling PNP at the time, which also meant the decision on the successor to Percival J. Patterson as Prime Minister of Jamaica, Phillips lost to Simpson Miller in February 2006.

Phillips is married with two children.
