The Compulsory Filing Ordinance (full title: Ordinance on the compulsory filing of media works to the German National Library , PflAV ) regulates the procedure for filing media works, the nature of media works that are subject to mandatory filing, the restriction of the filing or collection obligation for certain types of media works and the granting of subsidies in Germany . The delivery obligation itself is regulated in § 14 DNBG . The technical framework is created by the German National Library.

criticism
- Many websites do not exist as static content that can be packed into a zip file, but are generated dynamically by content management systems .
- Even widespread content management systems such as Typo3 do not offer an extension for this.
- How content that requires a server in the background, such as Ajax or Flash videos , is unclear.
- Wanting to make a complete copy of the Internet runs counter to the idea of a decentralized network .
- A new wave of warnings was feared.
