Phillip Carter III. (2010)

Phillip Carter III (* 1959 ) is a diplomat of the United States . He served as US ambassador to Guinea from 2007 to 2008 as successor to Jackson McDonald , and from 2010 to 2013 as US ambassador to the Ivory Coast . His diplomatic rank is that of Minister Counseler. Since 2013 he has been deputy commander for civil-military operations of the United States Africa Command (AFRICOM) in Stuttgart .

In his previous political career, Karter was Director of West African Affairs and Vice Director of East African Affairs at the US Department. Before that he was deputy head of mission at the US embassies in Madagascar and Gabon . Before that he worked as an international finance economist in the Ministry of Foreign Affairs. There he dealt with international debt and capital matters and was the ministry's contact for questions about the International Monetary Fund in Africa. From 1992 to 1994 he was an economic and trade councilor in the US embassy in Bangladesh .

In 1989, Carter received his bachelor's degree in economics and history from Drew University . In 1995, he obtained a Masters in International and Development Economics from Yale University . He is married to Patricia Carter.
