Plan D

The Plan D for democracy, dialogue and debate is a call of EU Heads of State and -Regierungschefs to a complex debate about the future shape of the European Union and about the process of European unification. "Plan D" was presented by the European Commission on October 13, 2005, and a white paper on European communication policy was adopted in 2006 as a supplement .

occasion

“Plan D” was drawn up after the failure of the referendums on the European constitution both in France (on May 29, 2005) and in the Netherlands (on June 1, 2005) and against the background of growing skepticism about the success of the European unification process .

aims

With the help of “Plan D” the inhabitants of the European states are to be more closely involved in the design of a common Europe and to be asked about their ideas, demands and expectations for a politically and economically united continent.

implementation

The European Commission is implementing “Plan D” in partnership with civil society actors . The work on the implementation of “Plan D” is being supervised by the European Commission through the responsible Commissioner Margot Wallström .

One example of the implementation is the Europe-wide information campaign “Speak Up Europe”, which in Germany is supported by the Europa-Union Deutschland under the name “People make Europe” .

Political development

European Parliament

The European Parliament strongly supports the objectives of “Plan D”. On the basis of a draft report by rapporteurs Andrew Duff and Johannes Voggenhuber , a resolution was passed calling for further activities. However, the Independence and Democracy parliamentary group rejects “Plan D” as a “PR campaign”.

Germany

In response to a small question from the FDP parliamentary group, the federal government made it clear that it considered the content of “Plan D” to be an “appropriate analysis of the current mood in Europe” and that it had agreed to “close cooperation” with the European Commission .
