Poczta Polska ( German  " Polish Post " ) is the universal service provider for postal services in Poland and was founded in 1928 as a state authority.

The company has 8,240 post offices nationwide and has 92,000 employees. As a universal service provider, it is obliged to maintain a post office for every 7,000 inhabitants of a city or at least once per 65 square kilometers in rural areas. The services must be offered five days a week (Monday to Friday). Until the end of 2012, the company had the postal monopoly for items weighing up to 50 grams, which, however, has been undermined by private competitor InPost since 2007 with cardboard envelopes weighing 50 grams for A4- sized items . Since September 1, 2009 the company has been run as a stock corporation.

In 2008 it became known that the Polish Domestic Intelligence Service ( Agencja Bezpieczeństwa Wewnętrznego ) plans to scan the address data of all letters in Poland. A database is to be set up with this, the data of which are evaluated in a comparative manner. Equipping Poczta Polska with the appropriate scanners will cost 250 million zlotys.

Postal reform

Out of ten post offices in the country, nine bring losses, which is why they are to be closed en masse and replaced by private mail acceptance points in gas stations and local grocery stores. That saves two thirds of the costs. The State Post Poczta Polska intends to give up 1478 of a total of 8240 branches. Another 8,000 positions are to be cut by 2015. In order to guarantee the universal service, the private post offices must accept letters up to 2 kg and parcels up to 10 kg (international parcels up to 20 kg). Perhaps one also uses post offices on wheels that drive to certain villages every day and hour. Vending machines will be set up for the delivery of parcels and parcels. In 2008 Poczta Polska lost 215 million zlotys and last year 190 million zlotys. In 2009, sales of PLN 6.76 billion were a quarter below plan. The amendment to the law necessary to close the offices was accepted by the Council of Ministers in autumn 2010. Of 3,809 city post offices, 3,335 are to remain, and of 4,534 village post offices, at least 3,427 are to be kept.

Unions

67 unions operate at Poczta Polska, the largest of which are organized in the trade union confederations OPZZ (22,000 postal members), Solidarność (14,000) and Forum ZZ (4,000). In May 2008, 32 trade unions negotiated a wage increase of 400 złoty with the General Directorate from August 2008 and shopping vouchers in December 2008 for 400 złoty. Some unions, including Solidarność and the Post Guard Union, refused to agree. In mid-September 2010, 60 out of 67 postal unions approved a new collective agreement that will come into force on January 1, 2011. The old collective agreement had expired five years earlier. The new collective agreement includes the abolition of the anniversary bonuses after ten years as well as the reduction of the severance payments to the level prescribed by the labor law. Allowances for additional tasks are converted into wage increases or performance bonuses. In addition, wage payments are synchronized and simplified, which saves the Post 5 million złoty annually.
