The President of the Hamburg Citizenship is the chairman of the State Parliament of the Free and Hanseatic City of Hamburg .

tasks

The President calls the meetings of the citizenship according to Article 22 of the Constitution of the Free and Hanseatic City of Hamburg (HmbVerf) and chairs them according to § 27 of the Rules of Procedure of the Hamburg Citizenship (GO). He exercises domiciliary rights and police authority in the rooms of the Hamburg City Hall used by the citizens, Art. 18 Para. 2 S. 1 HmbVerf. With the Citizenship Chancellery, he is responsible for the administration of the citizenship, including the officials working there. He runs the budget of the citizenship and represents Hamburg as far as the citizenship is concerned, Art. 18 Para. 2 S. 2 HmbVerf. Finally, the still incumbent president calls the constituent meeting of the newly elected citizens, § 1 para. 1 GO.

In managing the business and meetings of the Hamburg Citizenship, the President ensures that the rights of the members of parliament and the dignity of the citizenship § 3 (1) GO are safeguarded. In this function, impartial behavior is expected, despite the fact that the candidate continues to exist as an elected member of parliament.

The citizenship president is elected from among the Hamburg citizenship , Art. 18 para. 1 sentence 1 HmbVerf. The election is made by the MPs in the constituent session of the newly elected parliament. The senior president presides over the meeting until the election.

As a rule, the parliamentary group with the largest number of MPs provides the president of the parliament. The term of office of the President of the Citizenship ends with the respective legislative period. A previous deselection is excluded by the rules of procedure, § 2 para. 1 sentence 1 GO. Whether the constitution also excludes voting is controversial. Re-election in the next legislative period is possible, provided that the previous incumbent becomes a member of the new citizenship again.

Vice President

The president is represented by deputies (the vice-presidents) and the secretaries, § 4 GO. Together, these members form the Presidium of the Hamburg Citizenship, § 2 sentence 2 GO. Usually the deputies are provided proportionally by the parliamentary groups represented in the citizenry.

history

The office of President of the Hamburg Citizenship has existed since December 6, 1859, and was constitutionally established on September 28, 1860. Johannes Versmann was the first President of the Hamburg Citizenship. The longest honorary citizen Herbert Dau held the office of President from 1960 to 1978 . Carola Veit has been the President of the Hamburg Parliament since 2011 .
