The report on the state of psychiatry in the Federal Republic of Germany - that is the official name of the psychiatry survey - was completed in September 1975 and has a length of 430 A4 pages. It was drawn up on behalf of the Bundestag by an expert commission made up of around 200 employees from all areas of psychiatry .

The report

The Federal Republic of Germany until then had a difficult path in terms of psychiatry and started behind him, after the persecution of the mentally ill in the era of National Socialism to deal very late with their situation. In 1970 the German Medical Association dealt for the first time in its history with psychiatric care. In the following two years, associations such as the German Society for Social Psychiatry (DGSP) and the Aktion mentally Ill e. V. founded. The latter included representatives of all interest groups , which was probably not insignificant for the fact that the Aktion mentally Ill e. V. took over the management of the Psychiatrie-Enquête, which was constituted on August 31, 1971.

As requested, the commission submitted an interim report in October 1973 which revealed serious deficiencies in the care of the mentally ill. It stated that "a very large number of mentally ill and handicapped people in the inpatient facilities have to live under miserable circumstances, some of which can be described as inhumane." The most important demand of the expert commission was for "immediate measures to meet basic human needs".

In addition, the Expert Commission expressed the opinion: "Psychiatric health care (is) fundamentally part of overall medicine (...). Accordingly, the system of psychiatric care must be integrated into the existing system of general health care and health care. In principle, the mentally ill must be guaranteed optimal help with the same rights and in the same way as the physically ill, using all possible medical, psychological and social knowledge. "
